Talk to the planning office and ask what is required regarding a private network cable, there will be regulations to cover it and technical specs like building regulations. It is council who are responsible for the roads and people string banners across streets and telephone extentions with out a telco licence. It is not telco, more like private fibre, power companies do this sort of thing like SSETelecom, you could ask them how. If it needs a planning decision they will advise on how to go about it and the likely success.
