Agreed. Manically short lease DHCP shouldn't be shoehorned to solve a
problem more suitable to the still-maturing Mobile-IP.

Concentrating on developing a mildly transient network rather than a
highly mobile one makes sense. You can always add mobility later as the
standards settle and implementations become more ubiquitous.
